Phala Phala: Section 89 panel found a case to answer; impeachment inquiry ordered, panel report under court review
An independent panel appointed by the National Assembly under Section 89 of the Constitution reported in November 2022 that President Ramaphosa may have committed serious violations of the Constitution and of the Prevention and Combating of Corrupt Activities Act in connection with the 2020 theft of foreign currency from his Phala Phala farm. The National Assembly voted in December 2022 not to adopt the report. In June 2023 the acting Public Protector found the allegation that he breached the Executive Ethics Code not substantiated. In October 2024 the NPA's Limpopo Director of Public Prosecutions declined to prosecute anyone, finding no reasonable prospect of a successful prosecution. On 8 May 2026 the Constitutional Court set aside the 2022 vote and ordered the report referred to an impeachment committee; it made no finding on whether the President did anything wrong. The President has asked the Western Cape High Court to review the panel report (heard 2–4 September 2026) and in July 2026 obtained an interdict pausing public impeachment hearings pending that review.

Public Protector's CR17 campaign report set aside; Constitutional Court finds the President did not wilfully mislead Parliament
In July 2019 the Public Protector reported that President Ramaphosa had misled Parliament in answering a question about a R500,000 Bosasa-linked donation to his 2017 ANC leadership campaign (CR17), and had breached the Executive Ethics Code. The High Court set the report aside in 2020. On 1 July 2021 the Constitutional Court, in a majority judgment, dismissed the Public Protector's appeal: it held that the President had not wilfully misled Parliament and that the Public Protector was not authorised to investigate the CR17 campaign's affairs.
